libcurl4-gnutls-dev software package provides development files and documentation for libcurl (GnuTLS flavour), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcurl4-gnutls-dev
libcurl4-gnutls-dev is installed in your system.
Make ensure the libcurl4-gnutls-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcurl4-gnutls-dev *
You will get with libcurl4-gnutls-dev package name, version, architecture and description in a table
